Strategic Transport Project Review 2

The Scottish Government has emailed about the latest progress on the Strategic Transport Project Review 2 (STPR2) and the opportunities for providing feedback on the latest STPR2 documents.

On 3 February 2021, the Scottish Government published the STPR2: Update and Phase 1 Recommendations report along with the associated impact assessment reports, which can be accessed HERE. These are the first STPR2 recommendations for transport investment. These recommendations focus on transport projects or interventions that significantly contribute to STPR2 objectives, align well with NTS2 priorities, and can be progressed or delivered within the current spending period and will help support a green recovery from the COVID-19 pandemic.

Alongside this, the Scottish Government published an updated National Case for Change which contains the options that will be taken forward for further appraisal in Phase 2 of STPR2 as well as an Appendix on COVID-19. Updated Case for Change reports have also been published for STPR2 regions. These reports can be accessed HERE.

The Scottish Government invites feedback on the STPR2 Update and Phase 1 Recommendation Report and the STPR2 options and COVID -19 scenarios. Linked comment forms are provided on the Transport Scotland STPR2 webpages. The comment forms will be available until midnight on 31 March and can be accessed HERE.

The Transport Scotland website pages have also been updated to include STPR2 frequently asked questions and a link to a new dedicated STPR2 Project Page, incorporating interactive Story Maps summarising the regional and national Case for Change reports.

Leith low traffic neighbourhood

The City of Edinburgh Council is developing a project to create a safer and more comfortable street environment for walking, cycling, wheeling and spending time in the local streets and outdoor spaces of Leith. To achieve this, it is looking to develop a Low Traffic Neighbourhood in the area.

The council plans to carry out an initial community engagement with residents from 8th – 28th February 2021 to gather information and inform the scope of the project. Further engagement is planned throughout the year prior to implementation in winter 2021, with Council Committee approval at key stages.

In order to best represent the community views in the area and provide local knowledge and input to project, the council proposes forming a Community Reference Group (CRG).

It is proposed this group is made up of representatives from local organisations and established groups who will meet at key stages of the project to provide feedback and help share information with the community.

Whilst the group will be a touchstone for local feedback and views, it will not supersede the views of residents expressed during the consultation surveys. It is simply an additional way for the project team to create dialogue with the local community.

The council has contacted the following, and possibly other relevant organisations, to seek advice on what local interest groups and organisations should be invited to join the CRG:

The council would propose to convene an online meeting with the CRG during the initial engagement period in February and then follow-up at key stages in the project.
