(The following is the text of Community Councils Together on Trams’ repose to the second consultation about the proposed extension of Edinburgh Trams to Newhaven. It was submitted in November 2018.)

Introduction

  1. Community Councils Together on Trams (CCTT), the coalition of the four Community Councils along the proposed route extension, was formed in June 2018 to respond to the proposed tram extension from York Place to Newhaven.
  2. This was accompanied by the publication of CCTT’s Joint Statement which sets out CCTT’s support in principle for the tram extension, but also a number of serious concerns around the on-street design, the impact on the local economy along the proposed tram corridor, the absence of an up-to-date environmental case, and the very tight time frame – from June to December 2018 (when the final decision to go ahead was due be made by CEC) – to address these concerns.
  3. There exists – currently – a most successful eco-system along the proposed tram extension and its hinterland, where a wide variety of businesses and a reasonable public transport system sustain the most densely populated area in Scotland and where the majority of households don’t use a car. This must not be damaged beyond repair during construction or reduced to a sterile transport corridor with an unattractive – or even more polluted – pedestrian environment post construction
  4. Since June, CCTT members have participated in all public events, exhibitions and a number of workshops following the publication of the first designs for the tram extension. In addition, CCTT has held monthly meeting with the Tram Team, working through CCTT’s key concerns.
  5. In the course of these meetings with the Tram Team, CCTT has realised that the Tram Team’s scope is too narrow and does not include many of the ‘supplementary’ projects that CCTT see as essential to helping the existing successful ‘eco-system’ along the route survive – and that are crucial to the successful operation of the tram post-construction. CCTT is aware of a number of good initiatives that are currently being pursued by CEC, but remains concerned that the envisaged timelines – including the horizons of 2030 and 2050 – do not meet the needs of the area post construction (2022). Sufficient progress of these projects (in terms of plans, budgets, timelines) prior to the final decision would be a key factor for CCTT’s support continuing in the run up to the final decision the period of early contractor involvement, and, crucially, during construction.

Trams Update – 23 October 2018

The following reproduces verbatim a communication from ‘Trams to Newhaven Project Team’ (email newhaven.tram@edinburgh.gov.uk). You might like to read Leith Central CC’s comment on this communication.

Councillors will make the decision on whether or not to proceed with the Trams to Newhaven project in March 2019.

Tenders for the project were received in early September and evaluations are ongoing.

The final stage in this process is to seek best and final offers from the bidders which will then be used to complete the Final Business Case for consideration by elected members.

It is important for the Council to have sufficient time to undertake due diligence and comprehensive evaluation of the final submissions and the Council has therefore decided to take extra time to allow this process to take place.

The Council has undertaken extensive consultation with residents and businesses in Leith and Newhaven to inform the final design of the proposed route and has proposed a £2.4m Support for Business package during the construction period.

You can view the Trams to Newhaven project designs and plans, which have been updated thanks to public feedback from consultation earlier in the summer, until Sunday 11 November on the Council’s Consultation Hub.

Queen Street resurfacing, late October 2018

(NTBCC has just received the information below. While it is not in LHNCC’s area, we recognise that LHNCC residents may well use Queen St.)

Edinburgh Council advises that the carriageway on Queen Street (between Albyn Place and Hanover Street) will be resurfaced later this month as part of an investment in Edinburgh’s roads and footways for 2018/2019. This carriageway has been prioritised because of its current condition. The work is scheduled to start on the 22nd Octoberand should take approximately 4 weeks to complete.

The resurfacing work (which will not start until the week of 29 October 2018) will be carried out Monday to Friday between the hours of 19:00 – 03:00due to the traffic sensitivity of Queen Street. However the noisiest operations will cease by 23:00 each night and an officer from the Council will be on site until this time to monitor noise levels and address any questions from the public.

In addition, works to upgrade the pedestrian crossing at Albyn Place and some preparatory works for the resurfacing will take place during the day (09:30 – 15:30) starting the week of 22 October 2018.

Changes to bin collection days

In late September Edinburgh Council wrote to all residents who use its kerbside bin service to update them on changes to their bin collection days and garden waste collections. In the letters, Edinburgh Council also included new bin collection calendars and, for residents who had signed up to Edinburgh Council’s new garden waste service, new garden waste bin permits were included.

The new collection dates and garden waste service started this week, so Edinburgh Council would be grateful if you can check your new bin calendars to ensure you are putting your bins out on the correct day. Garden waste bins may also be collected on a different day of the week to other bins. Residents can check their new bin calendars on Edinburgh Council’s website.

The changes to bin collection days is part of this year’s budget savings and will help the Council to save £500,000.
