Review of community council scheme

I am writing to update you on the consultation process currently underway with regard to the Review of the Scheme. Following the preliminary period of consultation a draft Scheme has been produced. A summary of the consultation process and key findings are included in the attached report which was approved at today’s Council meeting (7 February 2019). This will be available to watch on the Council’s webcast site once archived (usually within 24 hours of conclusion of meeting).
The first statutory consultation period begins on 11 February 2019 and a public notice will be placed in the Evening News advertising this. Community councils and the public are invited to comment on the draft Scheme and complaints procedure which are attached as appendices to the report.
A copy of the proposed Scheme will be available for inspection by the public and community councillors at locality offices, libraries and https://consultationhub.edinburgh.gov.uk.
Any community council or member of public wishing to make comments on the draft proposals are invited to send these via the consultation hub link above, in writing to me at the address below or by email to community.councils@edinburgh.gov.uk to arrive not later than 22 April 2019. Please forward details of the consultation to any groups or individuals in your area who may be interested in submitting comments. Community councils are also encouraged to add the consultation web links to their website.
The following drop-in sessions have been arranged, I will be in attendance on these dates to answer questions on the draft scheme:
- 21 February 2019, 1 – 2 pm, Drumbrae Library Hub, 81 Drumbrae Drive.
- 21 February 2019, 3 – 4 pm, Wester Hailes Library, 1 Westside Plaza.
- 28 February 2019, 2- 3 pm, South East Office, 40 Captain’s Road.
- 28 February 2019, 4 – 5 pm, East Office, 101 Niddrie Mains Road.
- 6 March 2019, 5.30 – 6.30 pm, City Chambers, High Street.
Comments and feedback from this consultation will help to inform the revised Community Council Scheme.

I am here on behalf of LHNCC and the community we serve and thank you for giving me this opportunity to speak on their behalf. Our CC encompasses a large area that includes Great Junction Street, Newkirkgate, Foot of The Walk and West side of Leith Walk to Number 92 all within the Leith Conservation Area and contribute to the ‘Heart of Leith’. We are passionate about the history, heritage, people and the Community we represent. We work closely with, and are adjacent to, LCCC and LLCC who are also here today representing their communities.
The mix, style and proportions are unique to this section of Leith Walk. Examples include The Arches in Manderston Street and the Art Deco Building that is at risk of being demolished in this Planning Application, and the majestic Columns that supported the Railway Bridge on the corner of Leith Walk and Jane Street. This planning application (19/00415/PAN):
- was validated 31 January 2019
- is located at ‘Land To East Of 139 Leith Walk Edinburgh’
The proposal is for ‘refurbishment of the existing building, or potential demolition for sui generis flatted accommodation, class 7 hotel, student accommodation and commercial uses with associated footpaths, roads, landscaping and potential reconfiguration of existing car park.’

Edinburgh Council’s 2019/20 budget – more consultation

Thanks to everyone who gave us feedback at the end of last year on developing a four-year plan to meet the changing demands of our city and its services and completed our budget planner. You can read the feedback here.
Since then we have done further work on how we can continue to deliver services, while balancing our budgets for next year and beyond. However, we need to save more money in 2019/20 than we had originally anticipated and so want to hear from your Community Council and people in your area again.
No decisions have been taken yet and councillors will consider these proposals at the Council’s budget meeting on 21 February.

The City of Edinburgh Council, National Galleries of Scotland, National Museums of Scotland, Edinburgh College, Scottish Government and Scottish Futures Trust have signed an agreement to work together to create a new vibrant, city quarter in Granton Waterfront.

Review of Community Council Scheme – Questionnaire

The City of Edinburgh Council is currently considering carrying out a statutory consultation on a revised Scheme for Community Councils. The Scheme_for_Community_Councils is the key document establishing governance, relationship with the Council and procedural rules for community councils in Edinburgh.
The current Scheme for Community Councils was approved by the City of Edinburgh Council in 2013. A number of areas have been identified where the current Scheme does not provide sufficient clarity or guidance. A formal review is therefore proposed in order to strengthen the community council governance and decision making framework by building upon the existing document. A final decision on whether to proceed to statutory consultation will be taken by Councillors in February 2019.
